Important Updates from LARA. Social Work General Rules Openings & ACES Survey

Friday, January 7, 2022   (0 Comments)

This week we have received two important notices from LARA (the Department of Licensing and Regulatory Affair) that may impact Michigan social workers. More information about both topics can be found below.

  1. The Michigan Social Work General Rules are opening up again and have public comment open between January 7 and January 28, 2022, with an in-person public hearing to take place on January 28 in Lansing.
  2. The Governor's Taskforce on Child Abuse and Neglect released a survey regarding the Michigan Adverse Childhood Experiences (ACES) Initiative. (Open until January 10)
Once again the Michigan Social Work General Rules are opening for updates. The public comment period will run from January 7 thru January 28, 2022, with the public hearing in Lansing at 9am on January 28. You can access the current draft rules, notice of public hearing, and all documents related to the proposed rules at  https://ars.apps.lara.state.mi.us/Transaction/RFRTransaction?TransactionID=1311.

Some of the key changes that are being proposed:

  • The amendments to the rules clarify definitions, update educational standards, and update the training standards for identifying victims of human trafficking.
  • The amendments also clarify the requirements for registration, registration by endorsement, and reregistration and amend the registration by endorsement and reregistration rules to require an applicant to disclose each license, registration, or certification in a health profession or specialty issued by any other jurisdiction or entity and require the applicant to demonstrate that no disciplinary proceedings are currently pending and that any prior sanction has been satisfied.
  • The amendments add the requirements for a Canadian-licensed applicant to apply for licensure by endorsement as a bachelor’s or master’s social worker, and they require an applicant for licensure by endorsement or relicensure as a bachelor’s or master’s social worker to disclose each license, registration, or certification in a health profession or specialty issued by any other jurisdiction or entity and require the applicant to demonstrate that no disciplinary proceedings are currently pending and that any prior sanction has been satisfied.
  • Amendments have also been made to the requirements for relicensure as a bachelor’s or master’s social worker to reduce the number of hours of supervised work experience hours needed for those applicants whose license has been lapsed for more than 3 years but  less than 7 years.
  • The amendments also clarify the requirements for license renewal and the accumulation of continuing education credit hours.

NASW-Michigan has met with LARA and the Board of Social Work and does not have any conflicts with the proposed changes. If you have specific ideas for changes or alterations to our General Rules please email dbreijak.naswmi@socialworkers.org.

Greetings from the Governor’s Taskforce on Child Abuse and Neglect, Citizen’s Review Panel (CRP) Committee.

Each year, the CRP Committee is charged with developing a topic and making recommendations to improve the lives of Michigan’s children and their families. The purpose of the CRP is to provide new opportunities for citizens to play an integral role in ensuring that states are meeting their goals of protecting children from abuse and neglect.

The CRP Committee is engaging the citizens of Michigan, by way of survey, regarding their access to knowledge of the Michigan Adverse Childhood Experiences (ACEs) Initiative. The Michigan ACE Initiative (https://www.miace.org/) plans through 2024 include a widespread effort to train as many people as possible

ACEs are potentially traumatic events that occur in childhood (0-17 years). The CRP Committee wants to learn about your knowledge of ACEs. What are the educational and training gaps? How it is used, and how it can make a difference in the lives of children and their families? What providers/professions/parents are unaware or untrained in ACEs?

We are asking you to share your knowledge by utilizing the following link to the survey: https://www.surveymonkey.com/r/CommunityAwareness_NeedsAssessment_ACES

The survey is open through January 10, 2022, and is being shared with the following groups:

  • Medical field
  • Educational Systems
  • Any child-serving organization
  • Law enforcement
  • CPS
  • Prosecutors
  • Parents

Based on the data received from this survey, the committee will create recommendations for education, training and use of ACEs in a manner that is child-centered, trauma-informed, forensic, and equitable. The information that you provide us with is invaluable. We are living in unprecedented times and our world has changed dramatically over the past few years. Physical and mental health issues abound. Understanding trauma and how it impacts children and families is critical to their health and well-being.

As part of this process any data or information collected would remain anonymous within any publications or content creation. The committee recognizes that each county is unique and understands that one size does not fit all. The CRP Committee also understands that collaboration fosters education, and we all have something to learn from each other. We are hopeful that this work will greatly benefit the children and families of Michigan.
