Re: DHHS Budget, Section 298

Dear Governor Snyder,

On behalf of the NASW-Michigan Chapter and the 24,000+ social workers in Michigan, I am writing to express our support for the executive recommendation made for section 298 of the FY 18 budget. We concur with the measured approach of using pilots to help guide future decisions on the improvement of behavioral health care delivery. Your leadership on this has been exemplary, including Lt. Governor Calley and the Department’s hard work organizing the 298 Workgroup and its subsequent public input process. The report they produced accurately reflected the voices of vulnerable people in the state of Michigan.

We hope your leadership on this issue continues, as we are concerned about the Senate’s proposal to add section 234 to the budget boilerplate. Setting a deadline of integration is premature and potentially damaging to the services provided to people with developmental and intellectual disabilities, severe mental illness, and substance use disorders. Social workers provide more than 60 percent of behavioral health services; we understand the needs of our clients and have a tremendous stake in ensuring that services are provided in a way which best serves their needs. While we hope the final version of the FY 18 budget that arrives on your desk does not include section 234, if it does we trust that you will veto that section.

If you should have any questions or would like to seek our input, please contact me at 517-487-1548 ex. 11 or by email at policy@nasw-michigan.org.

Sincerely,

Allan Wachendorfer, LMSW
